Following his successful, over 30-year career as a practicing attorney, Paul Doolittle started Longshore/DBA Mediators at the end of 2018. He had recently made the decision to mediate full-time, allowing him to spend more time with and focus on his family, especially spending time with his two granddaughters and cruising with his wife on their 44’ motor cat.

Since 2003, Paul has mediated claims under the Longshore and Harbor Worker’s Compensation Act, and its extensions, specifically the Defense Base Act. Mr. Doolittle mediates claims throughout the United States.

Prior to starting Longshore/DBA Mediators, Paul was joined in his mediation practice by former District Director Charles “Chuck” Lee in 2015. Mr. Lee served for 15 years as the District Director of the Jacksonville office. He is certified as a Mediator and brings over 30 years of Longshore experience to the team.

Our team has continued to grow. In 2021, retired Administrative Law Judge Larry Price joined Longshore/DBA Mediators. Mr. Price served for over 20 years as an Administrative Law Judge with the Department of Labor’s Office of Administrative Law Judges and before that, he served for 23 years as an Air Force Judge Advocate. With that extensive resume, he brings the experience of deciding or mediating over one thousand Longshore & DBA claims.

David Utley joined the firm in 2023, bringing with him over 45 years of maritime personal injury litigation and trial experience in California and Federal Court venues. Mr. Utley brings unique experience given that he’s represented injured workers and employers/carriers alike.

Finally, in 2024, our newest team member joined us. Robert “Reb” Babcock brings with him over 50 years of experience practicing law. He is one of the nation’s most experienced attorneys when it comes to the LHWCA and its extensions.
